
Crystal S. Cooper, Ed.D.
Biography
Dr. Crystal S. Cooper is an educator, author, trainer, instructional designer, and workforce development leader with more than 25 years of experience in early childhood education and professional learning. She specializes in designing and delivering high-quality training that equips educators, trainers, coaches, mentors, and leaders with the knowledge, skills, and confidence needed to support adult learners and improve outcomes for children and families.
As a nationally recognized professional development specialist and trainer, Dr. Cooper has developed and facilitated training programs in early childhood education, leadership development, STEAM integration, workforce development, coaching, mentoring, and trainer preparation. Her work focuses on helping organizations strengthen professional practice through engaging, research-based learning experiences that lead to measurable growth and lasting impact.
Through her training, consulting, and instructional design work, Dr. Cooper is committed to developing the professionals who develop others, empowering educators and leaders to build stronger programs, support teaching excellence, and create meaningful change within their communities.
Dr. Cooper holds a Bachelor of Science in Multidisciplinary Studies with concentrations in Business Administration and Education, a Master’s degree in Teaching and Learning, and a Doctor of Education (Ed.D.) in Early Childhood Education. Her educational background, combined with extensive field experience in overseeing training, accreditation, and coaching has equipped her with expertise in leadership development, adult learning, instructional design, coaching and mentoring.
As the COO and Executive Director of Training at Meliora Leadership Institute, Dr. Cooper provides comprehensive research based professional development, trainer certifications through leadership coaching, online learning solutions, and workforce development initiatives designed to strengthen educational organizations and the professionals who serve them. Her work focuses on developing effective trainers, supporting leadership excellence, and improving instructional practices that lead to positive outcomes.
For more than a decade, Dr. Cooper served as a childcare center owner and director overseeing operations while serving children and families at Best Start Learning Center in Central Virginia. She has been a STEAM mentoring coach for the PNC Grow Up Great grant, a Technology and School Readiness Coach, CLASS observer for infant, toddler and preschool classrooms in 5 counties, partnering with several Early Learning Coalitions training departments in the State of Florida. She became a certified technical assistant coach with the University of Florida’s Lastinger Institute in 2015 and was a Master Teaching Specialist with Nova Southeastern University. Prior to forming Meliora Leadership Institute, she was the Director of Business Development and Training for a postsecondary institute for six years, overseeing the Broward Parent Leadership Institute Facilitators, and supervising the FCCPC/CDA, School-Age and Director instructors and Observers. While working at Family Central’s Training Academy, she led business development initiatives with city partnerships and grants. She oversaw annual reviews, IACET accreditations and Postsecondary requirements from Florida’s Commission of Independent Education and Department of Children and Families (DCF). She has been a PD Specialist with the Council of Professional Recognition, observing hundreds of preschool teachers in South Florida since 2014. She has also been a Florida Child Care Professional Credential and CDA instructor on and off since 2014, inspiring teachers to offer DAP intentional teaching practices, offering instructional support, and STEAM readiness in the field of early learning. She is a approved Advance Trainer III for the State of Georgia. For more than a decade she has designed and delivered dozens of professional development courses and trainings, has presented at dozens of conferences and has developed curriculum from the Birth to Five, school-age, to the director’s credential, supporting educators and leaders across multiple states, while guiding organizations in building systems that promote quality, accountability, and continuous improvement.
As an expert in STEAM education, she has authored academic research based article on the Role In-Service Training has on Teachers’ Perceptions for Being Intentional with Integrating STEAM Concepts into their Classroom Environments, As an author, Dr. Cooper has written multiple books and training resources focused on leadership, professional development, workforce readiness, and program growth. Two of her most recent publications include Full Capacity: Helping Child Care Program Owners and Directors Build, Grow, and Sustain Thriving Early Learning Programs and Train the Trainer for Early Childhood Professionals: Designing, Delivering, and Evaluating High-Impact Professional Development.
Dr. Cooper is also the Co-Founder of Jump Start Builders Inc., a nonprofit organization dedicated to preparing youth for future success through construction-based STEAM learning, leadership development, and workforce readiness experiences.
Through her work, research, writing, and training, Dr. Cooper remains committed to empowering early childhood professionals, strengthening ELC organizations, and advancing educational excellence. Her mission is to help leaders, trainers, and educators develop the skills necessary to create lasting positive change for the children, families, and communities they serve.
